GUIDANCE TO OWN ADMISSION AUTHORITY (OAA) SCHOOLS / ACADEMIES ON CONSULTING FOR CHANGES TO ADMISSIONS POLICIES 2022/23

This is general guidance on the process of making changes in your admissions’ policies.  Please contact Sarah Rich for further advice.

It is the governing body of an own admissions authority school or an academy trust’s responsibility to comply with the statutory requirements of School Admissions Code (2014).  The LA’s Admissions Team are available to provide support and guidance on these responsibilities.

Admission Policy 2022/23      

No changes

If you do not wish to make any changes to your current policy other than update the academic year, you are not required to carry out a consultation.  You should report this to your governors and minute that you will not be making any changes which will determine the arrangements.  You must still publish your 2022/23 policy on your website by 28 February 2021 and provide the LA with a copy of the policy via an  active link to your website.

You must consult once every 7 years, even if you have not made any changes so it is advisable to note when your last consultation was.Please contact Sarah Rich if you are not sure.

Proposed changes

If you wish to change your admissions policy, you must first publicly consult on the changes. Any proposed changes should be discussed with and agreed by governors/trust and their decision recorded.

The Admissions Code provides a list of criteria that are prohibited and advice on ones which are permissible.  Some criteria may be lawful but there can be other issues which you might need to be aware if adopted.  We recommend that you contact us to discuss your proposed changes so we can give you all the relevant advice.

Prior to public consultation, we recommend you send us a copy of your proposed policy so we can check for legal compliance and flag up any other potential issues at this stage.

Consultation

For your 2022/223policy the consultation must be for a period of a minimum of 6 weeks and take place between 1 October 2020 and 31 January 2021.

The consultation documents should be your proposed policy, a covering letter indicating the main changes and a consultation response form with details of the person to direct comments to and which states the period of the consultation with the end date.

These documents must be on your website and in addition you must alert all parents in the area, the LA and other maintained schools and academies in your area to your consultation. The LA can assist with alerting schools and academies in the area but you would need to flag up your consultation via local and social media and signpost parents to your website. If your school has feeder schools, we recommend asking your feeder schools to flag the consultation to all their parents via their websites and newsletters.

Once the consultation is complete, you must consider the comments received and then your governing body/trust have to determine your policy.  Your new 2022/23 policy should be published on your website and sent to the LA by 28 February 2021.

GUIDANCE TO LA COMMUNITY SCHOOLS AND VOLUNTARY CONTROLLED SCHOOLS ON CONSULTING FOR CHANGES TO ADMISSIONS POLICIES 2022/23

This is general guidance on the process of making changes in your admissions’ policies. Please contact Sarah Rich for further advice.

It is the local authority authority’s responsibility to comply with the statutory requirements of School Admissions Code (2014) and set admission policies and procedures for LA community and voluntary controlled schools. However, in Portsmouth we work in partnership with governing bodies of schools.

Admission Policy 2022/23      

No changes

If you do not wish to make any changes to your policy for 2022/23 other than update the academic year, we are not required to carry out a consultation. We would ask that you have this as an agenda item at the next relevant governing body meeting to confirm.

We are also required to publish our admission policies annually, even if no change is being made, on the council’s website.

We recommend all schools to have reference to Admissions on the school’s own website and a link to the admissions page on the council website; www.portsmouth.gov.uk/schooladmissions

We recommend that you contact us to discuss your proposed changes so we can give you all the relevant advice and guidance.

If we agree to go ahead with a public consultation on the proposed changes for your school, we would ask that this be ratified by your governors (if not already) before we proceed with the consultation.

Once the consultation is complete, the LA must consider the comments received and then determine your final policy. This process would be in partnership with the governing body. The new 2020/21 policy would be then published on the council website by 28 February 2021.
